Established in 1985, the Management of Penylan Residential Hotel offers a high standard quality care for the elderly aged 65 years and over whose individual requirements and level of personal and social care will be assessed, established and agreed upon before residency.

| Privacy | The right of every Service User in the use of their own space, to be left alone and undisturbed whenever they wish within or outside the home so long as their safety is not compromised. |
| Dignity | The acknowledgement of every Service Users' needs and treating them with respect. To be addressed and spoken to in a courteous manner at all times and by the name of their preference. |
| Independence | Allowing a Service User to take calculated risks, to make their own decisions and think and act for themselves whilst acknowledging the needs of others within the group living. |
| Choice | Giving the Service User the opportunity to be treated as an individual; valuing their right of independence and choice; to be able to decide for themselves from a range of alternative options. |
| Rights | Exercising every basic human, civil and legal rights either themselves or through their advocates and freedom to access all statutory services. |
| Fulfilment | Enabling Service Users to realise and achieve their physical, social, emotional, intellectual, religious and cultural potential. |
